Authorities have made it clear how to handle these cases. Recent statements note that people who are deceived into leaving the country or who fabricate reasons to travel abroad for illegal gambling, telecom fraud, or similar crimes put public safety at risk. New rules tighten controls on both ends: for outbound travel, “the stated purpose of a visa application must be genuine and lawful”; anyone who submits false information can be denied a permit or entry. For returnees, “Chinese citizens who commit crimes abroad and threaten national security may be barred from leaving China for 6 months to 3 years from the date of their return.” The same ban applies to anyone detained for using false documents or illegal border crossings.
